This cel comes from episode 25, Because I Want Everything, I Need Nothing and the scene is a rather major spoiler--
It seems that everyone who is anyone is going to end up on the Stairway to Heaven by the end of the show.
In this scene we have Yuusuke confronting Mikael-- and Yuusuke doesn't look too happy about it! Can you blame him, after all he's looking up at Mikael chasing Noelle around and around the stairs, and then suddenly the great big Book of Chaos lands on his head, and then Mikael is coming down after him trying to kick him off the stairs! (Although why Yuusuke thought it would be faster to try and climb hand over hand up that teensy wire rather then running up the stairs is beyond me! It seems he did it easily enough, however, which is something that rather bugged me about Tenshi ni Narumon... the characters never hung down properly! They defy gravity!

*talking loudly over the indistinct yells and curses in the background as the ex-conga line members go stumbling around in the dark* And here we have an example of how the cels are presented in my cel book! Don't they match rather well with Mikael looking down at Yuusuke and Yuusuke looking up at Mikael? I got the Yuusuke cel as part of my Bet cel lot and the Mikael cel came as a freebie in a completely different lot in my large Yahoo Japan package.
The cel is A-6 and unfortunately did not come with a cel bag. (Although I luckily managed to find one for it.) Doesn't Yuusuke-- and all the characters in fact-- look kinda shiny in the last episodes of the series? I do like the open jacket look though. Below is the matching screengrab. (More or less-- it might be a few frames off.)
